Bowen Consultants Ltd Cost Management Services therefore focus on identifying and controlling potential risk; formulating and implementing contingency plans; and providing accurate and relevant cost control advice throughout the life of the project.

Key parts of this equation include financial planning, procurement and cost control, supported by services ranging from option appraisals through to traditional Quantity Surveying.

However, all projects share one characteristic: they are all different. Our approach if therefore entirely flexible and designed to respond to any and every need as it arises, at every key stage including:

  • preparation of feasibility estimates and development appraisals
  • selection of procurement route and contract type
  • production of Bills of Quantities or Schedules of Work
  • competitive tendering or negotiation of projects
  • financial reporting and cost control
  • interim valuations and agreement of accounts
  • contractual advice and settlement of claims

PROJECT MANAGEMENT

Our role as Project Manager is to provide a strategic leadership of a project from inception to post project evaluation and can be a stand alone service or in addition to our core Quantity Surveying service.

It can encompass the liaison between technical design team and user groups during the design, balancing costs and monitoring programme compliance. During the construction phase it will involve the co-ordination / liaison between the Employer, Contractor and Design Team.

Effective project management stems from two essential qualities: communication and organisation.

Project management requires the ability to respond to all project activities including:

  • Detailed Project Briefing and Consultant Appointments
  • Realistic and Compatible Cost Models and Programmes
  • Effective Design and Implementation Management
  • Procurement Strategy to meet project circumstances
  • Active Identification and Control of Risk
  • Technical Input for legal documentation, finance and funding
  • Integration of statutory bodies, Local Authority and occupier requirements
  • Support in the establishment of Property Management Regimes

CDM COORDINATION

Bowen Consultants Ltd beleive that it is only good practice that planning supervision should work hand-in-hand with the design function, with the ability to manage the role so that the design team can deliver its most effective input.

The Construction (Design and Management) Regulations 2007 (CDM) came into force on 31 March 1995. They apply to construction work in Great Britain and its territorial sea.

In summary CDM requires:

  • Early appointment of key people;
  • Competent duty-holders with sufficient resources to meet their legal duties;
  • Early identification and reduction of risks;
  • Provision of health and safety information from the start of the design phase, through construction and maintenance to eventual demolition, so that everyone can discharge their duties effectively;
  • Co-operation between duty-holders; and
  • Effort and resources proportionate to the risk and complexity of the project to be applied to managing health and safety issues.

Bowen Consultants Ltd undertake to:

  • Be able to advise the client and any contracts on competence, and the adequacy of resources (including time) when they are considering appointments;
  • Be able to advise on the initial contents of the construction phase health and safety plan;
  • Take reasonable steps to ensure co-operation between designers;
  • Ensure, so far as is reasonably practicable, that enough attention has been paid to health and safety during design; and that the design includes adequate information about anything which might affect the health and safety of people carrying out the construction or cleaning work, or anyone else who might be affected by this work;
  • Ensure that the project is notified to the HSE;
  • Ensure that a Pre-Construction Information document and health & safety plan is prepared in good time; and
  • Ensure that a health and safety file is prepared, reviewed and amended as necessary and given to the client.
